Germany’s upper house, the Bundesrat, has approved a law to partially legalize cannabis, with support from the government. The law, already passed in the Bundestag, faced opposition in the Bundesrat, but a motion to delay it was defeated. The new law permits adults over 18 to carry up to 25 grams of cannabis for personal use, allows public consumption with restrictions, and permits home cultivation and possession of up to 50 grams and three plants. Special cannabis clubs can also operate under limited conditions. Minors are still forbidden from using cannabis.
