The Israeli military has announced a new evacuation plan for a significant number of the 1.4 million Palestinian civilians in Rafah ahead of a potential ground offensive authorized by Israeli Prime Minister Benjamin Netanyahu. The plan involves moving vulnerable civilians to “humanitarian islands” elsewhere in Gaza, where they will be provided with temporary housing, food, and water. Questions have arisen about how the evacuation will be carried out and if it will protect civilians in accordance with international law. Concerns include the lack of clarity on who will provide security during the evacuation. The Biden administration has not been briefed on the plan yet. The move comes amidst mounting criticism of Israel over the humanitarian crisis in Gaza, exacerbated by restricted aid distribution. At least 16 children have died in Rafah from malnutrition and dehydration. Legal experts suggest the plan aligns with international law if executed with consideration for civilian well-being. Israel may be obligated to provide aid depending on the location of the “humanitarian islands.” U.S. officials have emphasized the need for Israel to ensure evacuees’ safety and provide essential resources.
