Putin has not visited survivors or the attack site publicly, with Russian media noting the presence of Western diplomats at a memorial for the victims. The focus has shifted to identifying those responsible, with a dozen suspects, including alleged assailants from Tajikistan, being detained. While Islamic State jihadists claimed responsibility for the attack, Putin has also mentioned Ukraine’s involvement without evidence.
