Despite not showing outward signs of grief, the Kremlin stated that Putin is experiencing pain. Putin has not visited survivors or the attack site publicly, with Russian media noting the presence of Western diplomats at a memorial for the victims. The focus has shifted to identifying those responsible, with a dozen suspects, including alleged assailants from Tajikistan, being detained. While Islamic State jihadists claimed responsibility for the attack, Putin has also mentioned Ukraine’s involvement without evidence.
