Russian intelligence documents obtained by a UK-based investigative organization suggest that the Kremlin’s security services were aware of an ISIS threat days before a deadly attack on a concert hall near Moscow. The documents indicated that ethnic Tajiks radicalized by ISIS-K could have been involved in the attack, where at least 143 people were killed. The Dossier Center report revealed warnings received by the Security Council before the attack. Despite US warnings of an increased terror threat to Russia, President Putin dismissed them as provocative just days before the attack. Putin has suggested Ukraine’s involvement, while critics question why he didn’t act on the warnings. The attack was claimed by ISIS, and suspects from Tajikistan appeared in court on terror charges.
