Russian President Vladimir Putin announced the arrest of four men believed to be responsible for the deadly attack on a concert hall near Moscow. The assault, which left at least 133 people dead, was claimed by the Islamic State’s Afghanistan affiliate. Despite Putin’s claim that the attackers were fleeing to Ukraine, Kyiv denied any involvement. The U.S. confirmed IS’s responsibility and had warned Russia of the imminent attack. The incident, the deadliest in Russia for years, sparked grief and international condemnation.
