Ukrainian intelligence reports that Russia was aware of preparations for a terrorist attack on its soil back in mid-February, knowing the source of the combat groups and the countries they traveled through. Despite this early knowledge, the attack on Crocus City Mall near Moscow resulted in 143 deaths, 360 injuries, and 95 people still missing. The Kremlin has been accused of attempting to shift blame to Ukraine for the attack, even though the Islamic State claimed responsibility, with international voices urging Russia not to exploit the situation for its conflict with Ukraine.
