Lavrov stated that a peace summit would only work if these fundamental bases were changed to allow Russian participation. He rejected the plan’s provisions, which include withdrawal from Crimea and restoring Ukraine’s post-Soviet borders. Ukrainian President Zelenskiy insists on following this peace formula. Lavrov also dismissed U.S. proposals to discuss arms deals separate from the Ukraine conflict, criticizing American foreign policy as lacking diplomatic skill.
