General Charles Q. Brown, the chairman of the US Joint Chiefs of Staff, proposed a plan for an Israeli military operation in Rafah to IDF Chief of Staff Herzi Halevi. The US emphasized the importance of avoiding civilian casualties and suggested measures such as border closure and using surveillance technology. They recommended isolating Rafah and conducting targeted operations based on intelligence. The US also proposed a joint war room with Israel and expressed disappointment in Israel for not having a plan for post-war Gaza. Discussions took place during Defense Minister Yoav Gallant’s recent visit to Washington.
